Pakistani security services report a sharp increase in militant fatalities and civilian-military tolls since 2021, and local commanders warn the new balance of arms complicates efforts to secure access roads, processing facilities and export routes. Global strategic calculations are layered over this local violence: U.S. policymakers aim to reduce reliance on Chinese-dominated rare earths and to secure supply chains for electrification and advanced technology, which makes Pakistan’s deposits geopolitically valuable.
